The guy seems to be mentally ill, not a jihadist. Sussing out lone, mentally ill actors is probably the most difficult tasks for law enforcement. Even among people struggling with mental illness, most will never act out violently. Just like with the Atlanta shooter, law enforcement needs to time to delve into his history.
