They are, however, conferring more privileges to those who are vaccinated vs those who are not. Just googled all the lawsuits won by nurses who sued for not wanting a flu shot. Lots of nurses with victories. This sets precedent.
My insurance company will drop your workers comp coverage if you require your employees to get any vaccine because we will not cover adverse events from such a requirement. Require a vaccine by employees makes you very difficult to insure. Very very very expensive from the couple of carriers that will.
Not to mention the pandemic is over. No state of emergency. It is now in the endemic stage. Emergency is over.

If you work in the medical field it is generally required and is the responsible thing to do. Colleges will definitely require it for the fall to live on campus and probably attend classes. Some sporting events already require a negative test so it may meld into a combination either you're vaccinated, have proof of recovery or you need a negative test for travel or admission to large events.

J&J and a few other vaccines that don't use the new mRNA technology (Pfizer and Moderna's do) probably could get nonemergency use approval quickly. That is where any requirement legal challenges hinge - the emergency approval status. Soon J&J will become the more dominant vaccine in part because of this factor, as well as it being a one shot, easily shipped and stored vaccine.

so the unaccompanied minor made it from Honduras to the southern border crossing
but its now too dangerous for that minor to stay in a country he just walked all the way across, so we have to let them in and care for them
