Doing dumb things when drinking was exactly in the quote above. Dumb drinkers then get sick and give it to others. If Covid wasn't so contagious it wouldn't have become the health crisis that it did.

The Families First Coronavirus Response Act was adopted 363-40, with every House Democrat and most Republicans voting in favor of the measure on March 14. The vote was conducted following two days of around-the-clock negotiations between Democratic leaders and Treasury Secretary Steve Mnuchin.
The Senate adopted the measure, 90-8, on March 18, with all Democrats voting yes. Trump signed the bill into law the same day.
By contrast, no Republican members in the house voted for the nancy pork bill. Now they tried to jam it through the senate, and democrats cant even get their party to sign it and jam it through with no republican support.
