Signing papers wont make the virus go away, but it will undo all of Trump's bad policies that he did not even try to get past a GOP lead congress. The only way to make something permanent is to pass legislation (ie Obama Care). Otherwise next guy up will wipe it away on his first day. CT never recovered from the 2008 recession.
