Who is to say that by March, they have not risen to be above the national average.

Come on Snowflake. This is the most evenly divided congress since 1855. Only the 82nd congress came close (1955). Division like this was followed by decades of the other party's control. If Biden wants to avoid that ( assuming he cognitively understands the implications) he will have to straddle a tight rope. He has little to no power.
