Failure? No. Efficacy decreases over time + a much more contagious variant. Israel got much of its population vaccinated well ahead of other countries, however 20% did not get vaccinated. Many of those hospitalized in Israel are not vaccinated, just like here. Of those vaccinated most are elderly or medically at risk. That's why just today the head of WHO said its imperative the elderly and those medically at risk need a 3rd shot (and the rest of us will eventually too).

Probably not everyone needs a booster, more for old folks and medically vulnerable. but early data from Israel indicates it is helping to slow down the spread of Delta cases in their older population who got the 3rd booster first. They just started giving it to people 30+. Israel is several weeks ahead of us on the Covod timeline
