And both SCU and Sunrise have kept the same teams and not followed the birth year mandate for these two teams that were U15 last year and now are the U17 teams this year.

They actually have followed the birth year mandate because the oldest player can only be a 2000. Younger players may always play up under the mandate.

Third party here, but when results are so easy to find online, you should take the 30 seconds and verify before you come across like a cock-sure dumba**.

You were not being challenged on the fact that SCU won in the State Cup final. However, the same 2 teams met just a few weeks later (played on June 24th) at the USYS Region 3 Southern Regionals and had a different result. Sunrise won 3-0. Easily verified by looking here:

They are both good teams - and capable of beating each other. SCU kept the team together for the most part and added a couple of new players as well. Not sure about the Sunrise team roster changes. I would guess that Sunrise had the edge last year - but that doesn't mean that the same would hold true this year. SCU and Sunrise are definitely in the top 5 at this age group.
