The strong clubs have been historically the strong clubs for the past few years. Putting a DA patch or ECNL patch does not change much of anything. Those same clubs produce the majority of nat players.
US soccer selects the nat team players and they are also promoting the DA. Obviously they are going to try to select DA players whenever possible. They like to advertise the number of DA players on the US Soccer announcements when they release a camp roster. With clubs like Slammers, Michigan Hawks, PDA, etc... all going back to DA they will probably have to open it up to more ECNL players now. Restricting the roster to DA players mostly probably hurt them in the U17 world cup last year.

Sometimes it is not choosing to play HS or not, but what club you are playing on and whether or not you want to change.
If you play for CU and did not want to change clubs, you would likely play HS soccer.
The Thorns Academy has only been around for a few years and the Thorn's DA even less time. Prior to the DA, the Thorns Academy did not have any younger teams to matriculate up to the older teams.

When the girls didn't have a DA level, between 2010 to 2016 the girls youth national teams were losing to concacaf minnows due to the USYS & US Club showcasing model. It's a good thing that got blown up.
The reality of the DA is here to stay for now and it's the only verifiable pathway for the Nation's elite to the US Nat teams. Numbers and selections don't lie. It's also the recruiting ground for the nation's top college teams, mens & women's followed closely by international players.
