    Those kids that aren't good enough to make an older combined team are of no interest to USSF. Splitting them into two keeps more kids in the system longer and more$. It's all about the Benjamins.

      even at age 15 most kids still have growth to go through. some kids do not fully develop until 16, others lose interest. it's in USSF's best interest to maintain a wide pool at u16.
