The OP seems to be attempting to prove that they attended an OR college. The opposite way to write the sentence, and which I believe better indicates the original intent, would be:
"Well educated parents realize that Oregon colleges have low academic standards."
A lot of things in Oregon, especially in youth sports, are the opposite of the way they should be.

There are plenty of kids who graduate from Cal, Pitzer, etc.. without a clue or a job.
