You misunderstand the point. I don't doubt they will try to come up with some new fancy league to try to placate the parents into making their kids feel special in an effort to keep the top kids from leaving for ECNL. That has not yet happened, meaning no new league is announced or yet determined to be viable. So as of today, 4/17/20, the top league that SSS & NEFC are admitted to is the NPL.

Hmm...so, the NPL teams for NEFC and SSS, as of today, 4/17/20, are relatively poor compared to others. Now, NEFC and SSS will have teams going to play somewhere, who are better. But, those are NOT NPL teams.
But, to be clear, the NEFC and SSS NPL teams are ranked to high on your list.
