Some BDA clubs take a hard stance and don't allow any waivers, others allow it. Allowing it means teams are missing players for 3+ months and coaches have to re-adjust once they return. Team performance can slip because players are missing. It also creates tensions among players; those who do give up HS don't like that others get special treatment. If a club is highly desired and they have dozens of talented kids dying to play there (read: MLS clubs) a club doesn't have to give waivers and players have to make the touch choice. Clubs a bit more desperate to hold onto top talent will be more likely to grant it.

The player can give up the private school merit money and play DA. Or the player can keep their merit money, play hs private soccer for the whole season, and miss DA for 4 months or choose not do DA and play in another league like ECNL.
BTW those kids are not allowed to play while their HS season is going.
