There are currently Florida GDA players on their public high school and GDA club rosters at the same time. Time to call U.S. Soccer to report the players and clubs.

Another way around it is to not put them on an official roster then add them after HS is done. This is an easy path in the parts of the US that have fall soccer. Here, clubs can get around it by listing a players as "part time" then add them later. DA allows for player add ons up until early April. It's a giant loophole that many take advantage of.
Then there are
1) the players who do it and hope they won't get caught. If they do the club can pretend to give them a slap on the wrist with little blowback to the club
2) the clubs that give a wink and a "don't ask don't tell" tacit approval. They might get away with it if it's just a few players, but Fury publicly told everyone to go ahead. That's why they're done.

It starts first with parents who let (even encourage them to cheat). If that fails, then the clubs are supposed to step in and punish the players (they generally won't, a hand slap). Failing that, then DA has to step in. But for that to happen the issue and proof needs to be put in front of them. They don't have the resources to scour local news reports on HS games to see if FA players get mentioned.
