The system worked by and large before with very few kids getting blocked out, especially compared to how many get screwed now.

In most states, a full third of the kids have no team to play on in the 8th grade. And Senior year is a mess, with kids in the 11th & 12th grade having to shift teams. Also, it's better for everyone to have high schoolers play against the kids in the same graduation class, as these are the kids they are competing against for scholarships.
