Shouldn't you ask yourself what you could have done differently to raise a kid that doesn't get a red card?
So much is not called in this game, Yellow Cards are not even as common as they could be. A Red Card in FSPL requires an obvious felony to occur, but only after several misdemeanor and felony violations that were discouraged with repeat warnings.
By the time a kid actually gets a Red Card in FSPL, medication, therapy and parenting classes much have failed.
The answer to your question is that if FYSA doesn't ask the kid to sit, maybe you should.
Oh, and if you were not asking about your kid, forgive me...but pass the note along to the appropriate parent!
