I also still haven’t heard a rational explanation of how test positivity is a valid metric when many non-urban areas are only testing symptomatic individuals.
Let's see, South Central has 87% ICU capacity (highest in the state) and 22% positive test rate (also highest in the state). Puget Sound hit 3 of the four metrics and and the one the area didn't hit, case counts, is a lagging metric-- we already know cases are down sharply over the past two weeks. Seems pretty straightforward.

Lol. The Governors own metrics say the threshold for ICU capacity is 90% or does that not matter when it doesn’t support your ridiculous position. Also Puget Sound ICU is at 84% so let’s not act like South Central’s number is some huge outlier.

Ok, ignore the positive test % then. Also take a look at the most recent data from Covidactnow.org and compare King/Snohomish/Pierce to Yakima/Franklin. Pretty easy case for going to phase 2 in Puget Sound and waiting another week or two in South Central, although I would have preferred statewide move to phase 2 given that phase 2 has plenty of restrictions to keep the virus in check and things like outdoor youth sports are low risk. https://covidactnow.org/us/washington-wa/?s=1562502

2024ish? For real though, probably when the vaccine has been fully distributed would be my guess. Summer maybe?
