SC doesn't make the decisions, the BOD does. The BOD is made up of club owners who are not going to want to refund parents if they can figure out another way. SC has no power.
It's really up t the CDC ad how the virus is going, if the virus is still reading and there is no SIGNIFICANT decline, then surely the season will be over. Also, even if the league is still on, I'm sure parents would not want their kids going out to play.
