It might be within the NCCA rules but a strong case can be made that it hasn't helped the quality of the program. UP has slipped into mediocrity so there's an undeniable correlation when 55% of your players come from a single club. I'm sure this fact has not slipped past the notice of the AD.
The assumptions by many that GS is on the AD's upgrade list is probably very true.

The 2005 UP National Championship team had 5 local players. Of which only 2 were from FC Portland (maybe 3 as one of the players' bio did not state a club team)
