How can a team which lost over half of it's players stay a division 1 team? Is there a rule about that?

The team did not stay in div 1. If team breaks up, then you bring it up at the meeting coming up. They will be placed in round robin group. USA is only taking applications, and thats the format up to this point.

Depends on what age group. U-16 and above only needs 41% of returning players. U-15 and below is 51% of returning players

I know they had some problems due to the number of u19 teams returning coupled with all the u17 teams rising. they solved it by adding a u18 division 1 and having u19 D1 and D2. so maybe they had to be a bit flexible with some clubs ??
surprised last years u19 reg C winners Soccer Pit aren't returning as they were a young team.

The club the person is questioning is PCU, they were gutted ith massive defections after last season. The U15 girls team is probably a D3 team at best, they will be having a lot of rec players playing competitive for the 1st time as well as quite a few girls playing up by two years. The big question is how did WFF drop from D1 to D3 in one single season? I find it hard to believe that they lost enough players to make such a drop. By the way, these are the final brackets, the meeting of classification has already taken place, clubs are in the process of putting together their schedules since the season begins on the 17th of August.

This is just a preliminary list. There is one team I know for a fact that does not exist anymore and it is on the DIV 1 list. They are just putting the teams in order as they finished last season probably as a starting point. Everything will be worked out with obvious cases like these.
