The catch is you must bring your own field or have parents willing to rent times at neutral venues for an extra cost above the league fee. Yes, it's sticky but could work if having to pay more isn't just a another layer added that drives clubs to say no thanks and opt for friendlies and scrimmages.

Actually all OSAA HS Soccer Teams are good to go and are allowed to both train & compete during season 1 (Aug 31 to Dec 27) regardless if school is in person or distance learning since it's a minimal contact sport. HS teams can play up to 10 games in season 1....as well as 10 games in season 3 feb to may (traditional season).
Local schools decide if their teams are training & playing games, to your point very few are up and going in the metro area.
But other areas of the state HS teams are playing each other currently.
Showcases are tough due to occupancy rules in Phase 1 counties.
A 'fall' HS club season is really tough since public schools are not opening fields period until in person learning.
