Playing up or down refers to the set rules of the league or tournament bracket, not to the age of a specific opponent. If two teams that are playing up happen to face each other, both teams are still "playing up"; they don't magically start "playing on age" just because their opponent in one match is the same age group. In the tournament, they are still playing up.
(That said--it's not unusual to find tournaments where a given age bracket is filled with premier teams one year younger, all playing up...)

The Thorns are playing on age but playing in the lower division on age. Shouldn't Oregon's best play in the top division of such a weak tournament? Agree it's still better than staying in icy Oregon though and easy wins are still fun. Plus, it's nice to get to fly to LA & play for free.
