What is the legacy behind having:

1.) State Cup in April, May
2.) Tryouts in May

why not have State Cup conclude late May/ early June, with tryouts in June?

Typically you want some time between state cup and regionals. Oregon is already one of the latest state cups in the region.

Could the opposite way, set-up club season to essentially run on the calendar year and finish with state cup very early in the next calendar year, then do tryouts before spring season.

This is true and I wish state cup was pushed back. My DD's team won state cup last year and by the time we qualified and got the ok to book a hotel, nothing halfway decent was left. Other states are qualifying teams as early as January.
