Maybe the parents were willfully ignoring the rules or maybe they didn't know. But the club knew the rules, they all do. Legally they're not obligated but it's just the right thing to do.

FSA has plenty of high school coaches that know the rules. The coaches know which high schools are still playing.

If a player that isn't finished yet shows up the club just tells them to go home. Pretty simple. Some families will ignore the rules so a club can teach a lesson by not encouraging it. Not legally obligated of course, but as someone said it's just the right thing to do.
