Genuine question. Have seen this over the years, both genders, 1 or 2 kids with the infamous patches. Is it allowed or not? Are clubs breaking the rules by doing it?

They can only play a max of 12 DA games, unless they are added as a full time player at some point during the season. Needless to say there's probably not a lot of enforcement of the rules and monitoring of rosters

Many NPL players will play for DA team in fall when better waivered players are not there. They will then join NPL team in November to play regularly on that roster.
