The mere mention of "20 major metro markets" is shot down because there's dozens and dozens of posts on here saying their isn't enough breadth to find the unicorns hidden away.
The fascination with NATIONAL creates these issues. National does not equal better. Never has. A regional plan with some national event would probably work better.

I think you're own to something.

Concentration on development vs. results? Check
Limit the amount of playing outside to discourage overuse and bad habits? Check
A place to be seen, no matter how poorly your team is? Check
The ability to be pulled into centralized training for those most deserving to pull from? Check
Seems like the answers are right in front of us.

It's not up to USSF to do better. The solution provided answers virtually every need (except cost, because all the clubs' costs are way to high for some).
Don't let pride get in the way - step aside if you aren't contributing to the solution.

"I'd really love to visit my sister in California, but it takes like days to get there!"
"Why don't you fly?"
"I hate flying, I'd much rather drive. Driving is perfectly fine, and it caters to millions of people every day."
"But you just said it takes too long to get there."
