not the op but cases only just started ramping up in the last few weeks. I agree the risks are minimal and they can take extra steps to lower it even more. But, states are starting to panic with some justification for it. Disallowing it is more symbolic than anything else.

PANIC that is exactly the word for it. Panic resulting in foolish decisions in order to control what they fear. No level headed.
