So if a player is from CT, does the club allow them to miss the Fall GAL season?

Each club can decide it's own rules on HS play or not. Needless to say if most are playing GAL the teammates won't be appreciative of players who aren't working hard with them all fall. BDA/GDA had the hard rule but still had exceptions for private school players. It caused issues with players and for the coaches who could be missing key players but still had to play the assigned schedule.

Of course they will. they will just card your kid after the HS season is over. They card through a softball league. No one will be checking up on them GEEZ, anything goes

So In CT they’ll more or less use the same hack that teams used in DA to bring kids on after HS ended.

They don't even need to do that any longer. In GAL HS play is allowed by the league, even if it may be "strongly discouraged" by a club. No need to play tricks, but CT players are not allowed to do both as per their state HS association. If they're caught playing club their HS teams forfeits any games they played in so needless to say most players and HS coaches take it very seriously
