Your rant is very general... How do you know they’re not being helpful? How do you know they’re not “stepping up with some extra help and encouragement”? Do you have an unrecruited ‘21? Do you have a specific example of a player asking for help and not receiving it?

It was intentionally vague. Unlike posters like you I don't feel the need to trash certain clubs or coaches. Knowing many over the years, however, I have little doubt some aren't stepping up.
