Signed (meaning National Letter of Intent) - Is a binding agreement in which there are Athletic money guaranteed and consequences involved if agreement not meant. This is only for NCAA Division I and II. NAIA has something similar but I do not believe it is called and NLI. Ivy League does not have athletic scholarships there fore they do not have NLI's even though they are DI.
Committed - Can be a verbal non-binding commitment or very common now a written non-binding athletics celebratory signing. The key is commitment is non binding. Before the NLI date DI&DII athletes may be verbally committed, and although these are mostly honored they are technically non-binding.

In todays timeline, the NLI signing is the culmination of a commitment that occurred as much as 14 months earlier. Sep Junior year is when recruiting window officially opens, and commitment waterfall begins. NLI signing occurs Nov 14 of senior year.
The NLI must be signed in the presence of a player’s trusted advisors/guardians away from the college and any of its reprsentatives. The pictures of signing day at the HS serve as evidence of compliance. While necessary these are also celebratory moments, and many D3 players adopt the practice.
