I was surprised about this also. Not sure how they determine who is placed where. It appears state cup had something to do with it as the final four are in the top bracket. And of course if you have ecnl attached to your name you are in the top bracket regardless of how good you are.

In FSPL TBU Is #8 and WFF is #10 out 12 teams so probably lowest brackets are best for both.
