Why not have small sided games in stable groups? Something like 4 teams of 6 who play vs each other (15 min games). It may be more competitive and kids get more touches.

At older ages you might already use up most of the limit to accommodate the whole team. There wouldn't be enough slots to for two teams to mix it up, plus it isn't clear that such a practice would be productive anyway. But at younger age groups, I think some variation of you idea would be a great.

We will be in phase 4 in August and sports, games etc will happen this fall. Keep practicing, scrimmaging, conditioning and doing agility. RI will have travel town soccer in the fall. The clubs will struggle if they are leaving RI as leaving the state might still be an issue. CT and MA might not want us since their numbers are dropping and ours are only steady. Maine won’t even let us in. So clubs need to play in state. Bayside, Liverpool, NEFC and Bruno can play each other in RI. Sadly Surf is supposed to play in CT soooo that won’t happen.

So club isn’t “dead” as this thread is titled... but the new rules from MA youth is unsure actually dangerous. Hoping club soccer doesn’t follow those rules. Club soccer games might be the only games RI kids get this fall as SUPERLIGA is choosing to postpone a game schedule until Aug 28. So I would not say club is dead, club might save soccer as the youth decision makers are definitely screwing the players with postponing seasons and coming up with bs rules.
I do wonder if the club teams will play in R.I. only as MA still won’t let us in even to practice.

MA, RI, CT, NJ, NH, ME, VT, NY, NJ are all in the yellow.
I do not see why MA is keeping RI out we are all in the yellow together.
And, yellow is a good place to be.

Surf and Juventus are EDP and they play mostly CT and NY teams. Easier for Surf to play away and get their fall season.
Baysidefc plays NEP and DPL teams. They may be just practicing in fall. No winter since covid will be worse and spring will be cancelled. I hope you can get your money back.

Bayside and Bruno and Liverpool are the major three clubs here in Rhode Island and they can probably work out some kind of schedule to play each other to keep the fall interesting and to keep the kids safe and stay in the state but that’s really not that big of an issue our country is so focused on games and trophies and awards that we as parents lose sight of what youth soccer even with clubs is all about he should spend this file focusing on developing our players making them stronger and smarter on the field. If you’ve ever paid attention to what is going on with youth soccer in other countries you would know that games are not that crucial at this age it’s about getting as much touches on the bar and solid development is possible your kid is not going to miss out on missing out on games when they don’t get that many touches on the ball in the game anyway. So if the Rhode Island clubs can’t figure out how to scrimmage or play each other this fall the parents don’t need to ask the clubs for money back but they need to ask for is more time on the field practicing and developing if your team practices twice a week asked to practice three times a week in Lou of games it’s not that hard.
