            The ECNL board has declined their application at least once before, and it has been made pretty public that they would never entertain letting them in.

                Clubs don't leave for NPL.
                Individual teams move into NPL.

                The teams in Impact started the league because they LEFT DPL because DPL was/is a disaster.
