Because 1) players congregate in DA to get noticed 2) USSF is lazy and doesn't search outside DA. DA doesn't encompass all the US talent do to geography and other reasons. Just because the players are there doesn't mean all the top players are there. So yes, technically you don't have to be in DA, but in reality you better be.
