They should do it to give our kids more experience and opportunity and strengthen our national teams, the same way the Prem pushes English players to start to bolster England's play (but we would do it more effectively).

UConn just is bad. Bad recruiting for years has caught up to them. Rachel Hill was a lucky get and without her they would have been bad for 6 years

At the state level state legislators could theoretically limit or ban how much of public $ is allowed, but it would be nearly impossible to restrict private schools. Almost all US schools rely on international students and athletics are a part of that. It brings in tuition $, diversifies the student body and ups a school's prestige. Schools shouldn't be restricted on who they can and cannot take nor should coaches. Then again, with this administration, I can totally see them just restricting student visas. As it is universities are seeing declines in international applications and acceptances because of our unsettled environment.
The NCAA would just limit the maximum internationals on the roster to two. Schools can like it or not, but that would be the rule. It's not difficult.
And, it's NCAA, so although the Trump administration would likely offer to build a wall to help, it's not needed. No legislation or executive action needed. Just an NCAA decision. Fin.

If you're a true top talent you won't want UCONN but ACC or Pac 12 or Big 10.
Statements like this are so wrong. Top talent is not going to Miami or Syracuse. Its not going to Iowa, Nebraska or even Rutgers tbh. you ahve to eb a lot more specific than you seem to want to be.

At present, Premier League clubs are allowed a maximum of 25 players in their first-team squad.
If teams want to take full advantage of that maximum player allowance, eight of them must be homegrown.
'Home Grown' simply means that a player must have been on the books of a club affiliated with the Football Association for at least three years before they turn 21 – it does not mean that they have to be English.

And, again, the rule is ineffective. But, there is a push to strengthen it.
