Not sure it ever stops....maybe goes in and out of style. Right now it seems to be making a comeback, even EPL teams playing three in the back instead of four. There are many variations on stopper sweeper with a 3-5-2 formation.

To answer the original question, you need the right players. Like in alot of team sports, when you have great talent, alot of different formations will work

3-5-2 is a very aggressive style. You need the speed and a high level of fitness for the outside mids to be able to run it correctly. The outside mids have to drop back and play wide on the attack for it to work well. Also your the 2 outside backs need to drive the attackers wide while the outside mids fill the back line to basically create a 5 back defensive line
Many US college teams run the 3-5-2.

It's a cheap way to win games. Very little coaching takes place when a team adopts the stopper sweeper system. It's lazy from the coach to rely on the fast kid at the back with a big kick - but this is America and it works unfortunately.
You can tell a good team by the way they set up defensively; are they flat, are they compact, and are they a unit?
Watch an MLS game, a Champions League game or even a BPL game, and look for a stopper sweeper system in defense ... I don't think you'll find one.

Depends on the age level and formation. At 8v8 and 11v11, two most important positions could be the center midfielder and sweeper. Or the sweeper could simply be the kid who kicks the ball really far instead of controlling the middle and setting up the counter.
