    Clubs are able to form whatever teams they want. As was stated there are no DA 03 teams, only the combined 02/03. Most DA clubs will run a u16 team in non DA leagues to keep those players - partly financial, partly to give them a chance to develop more. As long as they're following league rules they can put anyone they want on the field.

      pretty much every club who has DA and ECNL does this. they dual roster them. especially at the U16 age as in DA it is 16/17 and they normally play the 17 year olds. to keep the kids from bailing they put them on DA roster also and use them every now and again.. suck it up and stop complaining...
      They can also be rostered as part time players. All legal.
