When they reset the division, the top four programs are determined and placed in separate divisions. And the weak sisters all have the opportunity to play more games against equivalent programs as well.
In the end it looks like this:

In a 16 game schedule, the Number 3 team plays home and aways with 7, 11, 15 and 19 in their division. Giving them 4 games against relatively weak programs. But they also play 6 games against 1, 2, and 4.
When you compare that against the matchups in general in the FCIAC or SWC, the teams essentially play about the same number of games against strong, average and weak programs as those leagues do.
Great explanation but still doesn’t make sense how some of the top teams don’t play each other and others do. Shelton plays Prep, Hand, Cheshire, and Guilford twice and Prep, Xavier and Cheshire don’t play each other at all.

Xavier beats Guilford 2-1. Could Xavier be the real deal? Or is SCC not as competitive as other conferences?

Guilford dominated most of the game, possession, attacking. Hurt on poor calls (at one point the refs stopped the game for 2+ minutes to confer a on call - killing Guilford's momentum.) Xavier turned it around towards the last 10 minutes of play.
