NEPSAC site shows 17 class A. I think the number went from 18 to 17 as Brooks is now listed as B.

Why doesn't the committee rank every team from class A to Class D, put the top 18 in Class A and go down the line?

Classes are based on size. Schools can petition to change class. Some play up as Brooks did for many years.
