It's all HS coaches voting so they're probably going on what they know from last year, if they know a lot of players graduate etc. They all talk and are friends. But no, it's not meaningful in anyway just opinions

Farmington would have been a top contender for a state title this year.
But you are correct, not having played a game and in quarantine for 2 weeks should drop you a few spots. If they try and make up games and play 3 a week, they will be subject to a slip up or two. Or injured.

That's true every year. It's just the top programs in each conference for the most part, some of whom don't face many challenges. Pre Covid a state playoff weeded them out.
