Yes, the school of thought in most top European programs is that true competition begins at U-15/16. Anything before that is pure development although development doesn’t stop at U-15/16. In a lot of programs, players younger than U-15/16 are never assigned to teams, they just drill and scrimmage in a big group or pool. Even getting onto a team at U-15/16 or older is not a permanent thing; being on the team is determined game by game by coaches.
