What is NSL and why is this considered f d u p

NSL = Northeast Soccer League, formerly MAPLE, recently regarded as bottom tier of club soccer in Massachusetts.

ECNL regarded as top tier.

Not sure how it's f d up, but heard there was a complete disregard for league rules.
