USSF admins always get paid first, win, lose, or draw.

If the local fans aren't going to pack the stands or watch the broadcasts then sponsors and advertisers will be less interested. Given the distance and cost to travel to the US, some games probably won't get many home country fans in the stands. Half filled stands looks really, really bad. If you put it in the heart of Europe people will go just to watch good soccer, even if it isn't their own teams. Who here is going to watch Romania vs South Korea? Only the big names and games towards the end will be the ones getting some attention. We're not a soccer country and everyone else knows it, including the big corporate sponsors.

And, despite this, no USSF staff members lose their job (that is to say that no positions will be lost) or take a pay cuts. Very likely they will grow their staff over the next 4 years and each staffer make markedly more money. How do you lower your revenues tremendously, double your responsibility, grow your staff and expenses, and yet provide more funding and scholarships for destitute players???? This is gonna be good.

Unless you know what these people are each making and what that means in the context of the market forces that drive the value of coaches serving on the USSF staff, then me thinks you are talking out your arse.
