Come on! TS is full of pointless negative posts like this. Obviously, the club won't have the tournament if it is illegal when the time comes! This is called planning for the possibility that it could happen. They don't have the luxury of waiting until the day before and then throwing a tournament together. Any reasonable person should understand that.

Every contract will be filled with exceptions clauses etc. All depends on what document was signed. Some clubs or events will do the right thing and return if things are cancelled. Some will not. Only a fool doesn't look carefully at an agreement before signing off.

You can cross Rhode Island off the list as effective Friday, August Massachusetts is imposing a mandatory 14 day quarantine period for anyone who is from Rhode Island or visited Rhode Island. Massachusetts is also experiencing a spike in positive tests over the last week which may result in some activities, including assembly limitations (currently 100), back to lower levels. That will essentially eliminate tournaments in MA in 2020.
