    Any school in the CIAC is within their rights to apply to play in any divison above their school enrollment if they feel they can compete. The reason the winning and movement ladder was created was because of Catholic schools like Immaculate who kept winning state titles but did not ever want to play in another division. St. Joes can play in the LL tournament if they wanted to. They choose not to.

      Yes and after approval the team playing up by rule must stay at the same division for three school years. Not sure many ADs would go for that.

              It was probably 15 years ago in a much different time and rule set

                EO Smith has a current population of 1125 (google search). Split that into two genders and they are well in the middle of the L population of 424-639 (single sex). Some years they might have been right at the threshold but right now they'd be right in the middle.

                One thing I doubt CIAC has considered but needs to is many if not all districts are shrinking - partly because of general populations shifts (youngest kids of baby boomers are graduating out) but also more people moving out of the state than in. The cutoffs will need to be shifted. Our school is kind of threshold right now but moving down would mean not good competition. Most other districts in our conference are similarly shrinking.

                    CIAC re calculates every year- in some sports there is a lot of movement others not so much
                    depends how many schools there are (some sports only 3 others like football have many more)
                    they try to have similar sized divisions
