Seems interesting that this is released before the spring league is finalized. As of right now FC and Copa still have to play, and if Copa wins FC won't be first, TT also still has 2 games, if FC loses and TT wins both, FC would be third.

Then, teams must play in one of the two Spring league Premier divisions to qualify for State Cup.
If you take the finishing order from Fall league, starting with Premier Gold teams, followed by Premier Silver teams, and then finishing with D1 Red teams, and then cross-reference for eligibility with only those teams playing in the two Spring league Premier divisions, you get the following seeding results:
1. FC Portland Pre-ECNL
2. WT Copa TS
3. WA Timbers Red
4. THUSC Emerald
5. Capital FC Red
6. Bend FC
7. Eastside Hearts
8. Rogue Valley Red
9. Tiki Taka
10. LOSC Fusion
11. WUSC Atletico White
12. ETFC Force Black
13. FCSC White
14. Corvallis SC
15. NEU White
16. FC Portland Navy
1,8,9,16: FCP Pre-ECNL, RV Red, HSC Tiki Taka, FCP Navy
2,7,10,15: WT Copa TS, Eastside Hearts, LOSC Fusion, NEU White
3,6,11,14: WA Timbers Red, Bend FC, WUSC Atletico White; Corvallis SC
4,5,12,13: THUSC Emerald, Capital FC Red, ETFC Force Black, FCSC White
Note that while Rose City and BSC Tiempo finished above NEU ad FCP Navy, they are ineligible for State Cup because they are not currently participating in one of the two Spring Premier level divisions.
