Ironically, the behaviors people have raised concerns about in here are precisely what Inslee identified as leading to the need to take this step, and possibly return to a lockdown if nothing changes -- people not adhering to mask and social distancing rules, and a "significant surge in Covid cases among young people."

If this includes outdoor recreation and sporting events, it would likely kill all HS and College Fall sports. Based on the current progression, most urban areas won’t be to Phase 4 by Labor Day.
