They will be required to allow the members (the paying participants) vote. If you quietly plan on bringing a bunch of parents, they won't spend the week before trying to rally their allies to come and you can vote out a bunch of them. Typically the terms are staggered so you will need to be more organized the following year when you can expect a fight. I would expect the coup to take 2 elections. If they don't hold an annual meeting of members, then they are in violation of state law and their bylaws (I'm sure) and you can force an election.
              To qualify as a voting member, BU requires a minimum of 20 volunteer hours. In order to reach that level for change, one would need at least 40 parents. By the time one can organize that, the Board would change the bylaws for voting.

              It's a closed system. That's why the management cannot change and never will. Easiest solution? Use the road map and drive away.
