A player cannot “decline” to be a homegrown. Either he’s on the list and continues to be claimed by OC as homegrown as long as OC has valid claim or he’s not.

For college player who is homegrown (like DL), homegrown right ends if OC does not offer him a contract before MLS draft. If that happens then he would go into draft and any MLS team could draft and sign him without OC blocking or being compensated.

Mason (something who is a goalie)

Pierre is not a homegrown. He was signed as a pro and then played for the DA from the residency program US U17s. He was not developed by the academy. Tommy Redding did not play for the DA either he was signed as a USL player prior to the MLS. Mason is the only true academy player and he was only in for 1 year prior to signing.
