Be prepared to have available u14s bumped up to u15
then available u15s bumped up to 16-17 to have enough kids to filed a team. That is allowed and is routinely done.
Having player rostered on HS rosters and GDA rosters won't be allowed. Why do you think Prime got so many GDA defectors?

Prime is is full of disgruntled players with major buyer's remorse. Don't expect to see that again next year.
