Bring back where the players learn to hold each other accountable to the team, an element of sports that is so beneficial and a real skill that can be taken with one in life. That requires the coach to set the example, and have the courage to put that first even if it means they might lose a game in the short term, but gain in the long term.
I could count on one hand and have fingers left over the number of coaches my kid has had that are willing to do that since they were 8 through playing ECNL and now DA.

A two-tiered system of promotion and relegation would also help - don't perform and you're in the B bracket. Better enforcement of coach licensure requirements is also needed. many BDA coaches still don't have their licenses and they've had years to comply.
